The United States Capitol Good evening.  Mr. Speaker. Madam Vice President. Members of Congress. My Fellow Americans.  In January 1941, President Franklin Roosevelt came to this chamber to speak to the nation.  He said, “I address you at a moment unprecedented in the history of the Union.”  Hitler was on the march. War was raging in Europe.  President Roosevelt’s purpose was to wake up the Congress and alert the American people that this was no ordinary moment.    Freedom and democracy were under assault in the world.  Tonight I come to the same chamber to address the nation.  Now it is we who face an unprecedented moment in the history of the Union.  And yes, my purpose tonight is to both wake up this Congress, and alert the American people that this is no ordinary moment…

On March 11-12, 2024, the United States and France held the sixth bilateral Cyber Dialogue in Washington, D.C., to reaffirm our ongoing partnership on cyberspace and digital policy issues.  Our governments are both committed to promoting an open, interoperable, secure, and reliable cyberspace in which all states behave responsibly. At the bilateral meeting, the United States and France discussed efforts to advance stability in cyberspace; diplomatic progress in multilateral and regional security venues; cyber resilience and the protection of critical infrastructure; combatting cybercrime; critical and emerging technologies; and cyber capacity building in Ukraine, the Western Balkans, the Americas, and the Indo-Pacific.  Both…

The humanitarian situation in Gaza is dire, with innocent Palestinian families and children desperate for basic necessities.  That is why today, the European Commission, Germany, Greece, Italy, the Netherlands, the Republic of Cyprus, the United Arab Emirates, the United Kingdom, and the United States announce our intent to open a maritime corridor to deliver much-needed additional amounts of humanitarian assistance by sea. Cyprus’ leadership in establishing the Amalthea Initiative—which outlines a mechanism for securely shipping aid from Cyprus to Gaza via sea—was integral to enabling this joint effort to launch a maritime corridor.  Together, our nations intend to build on this model to deliver significant additional aid by sea,…
